I'm definitely not suggesting I'm definitely asking if anyone has received anything rhey paid for from this individual. A quick search on vortex will tell yield some not so good results

This was the number that called me when I first inquired. I text thus number weeks later and this was the reply. I'm pretty sure this whole sh it was a fuc kin scam. Time to let PayPal sort it out

I had to file a claim with paypal, this guy kept claiming he had been extremely busy at his shop and had no time, took like 3 weeks for paypal to refund

No, your money is insured once the seller can't provide proof of shipping the actual ECU / ECM to you (or that you even received it).
