Avoid skimmers - use an NFC payment method, like iPhone/Apple Watch, or whatever on Android supports NFC, which by now has to be plenty of ways to pay.

Apple Pay exchanges a 1-use token with the financial institution - nobody ever even sees your account number. Even if your transmission were captured, it would be of no use to a thief.

Some good news. Paypal reversed the ruling and credited my account the full amount back plus the $15 dispute fee. This cased originally closed back in Jan, so not sure why out of nowhere this happened today.
