You won't be able to fit with a 35et without modification. You'll have to do some serious fender rolling.
Just to give you an idea. I have 245/40/17 BFGoodrich Rivals on 17x8" with a 50et. And Im also running camber plates at -2.75 degrees.
With this I have a pinky gap between my tire and my shock strut, and about a finger gap away from my fender, but no rubbing. So all in all about 3/16" inner clearance, and 1" outer clearance.
A 35et with that wide of tire will need camber plates and lots of fender rolling in order for that to fit.
But as for the tire size to wheel size, yes that will work. The sidewalls will be a bit bulged on an 8" wheel, but it will work just fine.
Depends on the tire. I am running 235/40/18 on a +35 and just clear, but they are BFG's and run wide. I would clear a 245 in a falcon or kumho, something that runs narrow
