Bank of America's (BAC) announcement this week that it would start charging a monthly $5 fee for using a debit card to make purchases is the latest in banking industry upcharges for services. In addition to debit fees, ongoing hikes in overdraft and ATM charges mean fewer fee-free options for banking services, and increased balance requirements to get them. The bottom line is that consumers are now paying more to use their own money.

Other large U.S. banks, including Wells Fargo (WFC), J.P. Morgan Chase (JPM) and SunTrust (STI) are testing or planning monthly debit fees, according to Reuters. Citibank (C) has not announced a plan to charge for debit card use, but it has increased fees for checking accounts with low balances, and increased balance requirements for free services. For example, starting in November, holders of Citibank's EZ Checking accounts will have to maintain a balance of $6,000 across linked accounts or pay a $15 monthly fee.

Free checking accounts are increasingly rare. Two years ago, 76% of non-interest checking accounts were free. That figure has now dropped to only 46%, according to a recent survey by Bankrate.com. The survey also reported that overdraft fees are now an average of $30.83 and the average out-of-network ATM fee is $3.83.

The rising fees reflect the big consumer banks' efforts to offset billions in predicted losses due a fee-cap on merchant-processing fees under the Durbin Amendment. The new law goes into effect on Saturday, and caps interchange fees at 24 cents a swipe, previously that averaged 44 cents.

The net effect of higher fees for consumers, whether for debit card use or banking services, is especially troubling for younger people with lower incomes, says Andrew Schrage, 25, a personal finance blogger at MoneyCrashers. "These fees can severely hamper workers' ability to accomplish essential goals like saving for retirement or working to build an emergency savings fund," he said.

But the fees may not be a game changer for the debit card business, said Greg McBride, senior financial analyst at Bankrate.com. At least not yet.

"Fees are an exception, not a rule, and savvy consumers are not going to stand for new fees and higher fees," he says. "A lot of consumers will do a different method of payment or take their business elsewhere." His theory is that consumers will move to smaller or online banks, with lower fees, or use cash more often to avoid debit card and other fees.

According to the FDIC there more than 6,350 commercial banks in the United States. The debit swipe fee changes only affect institutions with at least $10 billion in assets -- less the 2% of them.

My comments, BofA is already in the shitter, circling on a big flush. I've got a couple linked accounts with them, that if I pulled would definitely scratch them the wrong way, for sure. Already threatened to do it before when they tried to start charging me to have a credit, debit, and savings with them. I cancelled the credit card, and they re-nigged it on me, saying I maliciously dropped my account, sending the balance to claims. I threatened to remove the rest of my accounts joint at the time with a substantial sum in both, and they caved. Completely called their bluff. I'm sure enough people threaten to leave and close their accounts and take their finances to TD bank, or small local banks/credit unions, you'll see these fees go bye bye.

Thats great news! It goes well with them announcing earlier about laying off 30,000+ people and closing 500 branches!

/Sarcasm.

They also started charging for replacement cards if you lose or break your debit card.

I guess that's what happens when you hand out billions in bonuses after you get a free ride.

Well as soon as their website is working again... not surprised it's down, I'm picking up my money and moving. Any ideas/suggestions?

Try some smaller local banks around you. My sister goes to a small bank and she doesn't pay anything. At the end of the month they even reimburse any ATM fees she got.

Wellsfargo already charges me a monthly fee for my savings account. $10. LOL

I called them, and also mentioned the times their employees have tried to run my cc number. they told me those 3 frauds were, yes, my fault. huh?

Idk what happened to this institutions, but these fees completely contradict the meaning of "banking".

I hate Wells Fargo and don't like the change. I don't know if I should switch banks or not.

Charging you to access your own money. Ridiculous.

I'll stash my money under my mattress before I pay into such a laughably crooked racket.

Your sister wouldn't happen to use The Provident Bank, would she?

USAA anyone?

Loved USAA when I had them but switched to a local credit union for the County where I work, mainly for the ease of access if I actually need to go to the bank to make a deposit outside of my paychecks which are DD. I get paid in check for a lot of my part time gigs and sending them was a pain in the butt.

I had BoA for a few years when I was younger but they screwed me over sooo many times I eventually left. I still have my credit card with them which is despite a 700+ credit score has seen my APR raise 3 times in the past 2 years. (Yes I use the card, and I've had it since 2007). I just pay everything off anyways, but I am debating closing it soon once I find a decent credit card to substitute it with.
