Anyone have a use for this? Ordered it but turns out I have a bad ballast.

same part # as the following link:

Paid 80$ for this and it just arrived in the mail today. Tested good. 75$ shipped obo

I MAY......I had a blown bulb, so I replaced it and---no light. Any tips to determine whether NY issue is this ignitor or the ballast?

Pull the working ignitor from the working side and put the known good ignitor bulb and ring into the other light housing.
