MA already charges an annual excise tax to the owner based on the blue book value of your car. This is in addition to the annual registration fee. The excise tax, even though state mandated, goes to the town the car is registered in.
Easy enough to add another tax. Nevada does the same thing. However, Florida goes by weight. I pay IIRC $35 per year. Only something like a Miata is cheaper. And since we're a peninsula with prevailing winds every day, we have no emissions testing, so there's no opportunity for an additional tax on a sticker. Same with safety inspections, we have none. Nice until you're hit by a hooptie.
