O2 sensor issue

So before I dropped my car off for dyno tuning I got this same P0036 O2 sensor heater circuit bank 1 sensor 2. Id have a vagcom write up on it if My kids didnt misplace the charger to the laptop I use for it. Going to install it on another one for the time being.

So I replaced it with brand new oem unit. And dropped the car off. While they had it they said my upstream o2 sensor shit out too and replaced it. Fast forward 3 weeks later.

Im trying to get an inspection on this thing and it still has cold start misfires so it obviously wont get a sticker but now Im also getting the same o2 sensor code again. Any ideas guys? Usually when I see that theres a fuse somewhere when its hondas or nissans that causes this fault or its the sensor.
Any way to check with vagcom.

Also I have an raimotorsport o2 sensor spacer in my catted downpipe.

Fuse is good. checked in vag com. I was looking it up and I guess the first 1 means the heater is active. It goes back an forth from 1 to 0 as you can see in the pictures. Sensor 1 is almost always three 1s and sensor 2 is 0100 an 0000. anyone got any idea h9w to check it further in vagcom?

I checked all the wiring. Downstream sensor should be at 0111 and fluctuate slightly. When I go up a few groups I see the percentage the heaters are on. It says sensor 2 is off but it will kick on enough to make that flicker.

Fuse is fine an wire is fine. I guess I can try an get another sensor. Its only two weeks old ?
