I thought I'd post this as maybe a shortcut in case this happens to you and you've a VW / Audi / Seat as they're very much alike.
I saved myself having to remove the Steering, Shear Bolts by drilling into the bottom of the Aluminium Ignition Barrel Housing and removing the Broken Steering Lock.
I did have to take out part of the Ignition 'insides' but was a lot easier than starting on the Steering, Airbags ... and those dreaded Shear Bolts.
If it's of interest here's what I did –
