yeah, its usually tuned to a specific frequency(s) hense the name.
where a muffler tries to attenuate a broader frequency range. that's why a muffler is quieter vs a res.
thusly, a muffler is usually much larger (to accommodate the chambers needed for the different freqs)....and...a resonator can be made smaller in comparison because it is attenuating a much narrower band.
