2008 Rabbit A/C Issues - Replace Fan(s)?

Hello everyone:

I'm the proud new owner of a 2008 VW Rabbit (auto). It's got a few bumps and bruises but for a Florida resident, the AC is the biggest.

The Problem

The A/C will not get cold at idle. If I start driving (below 50 mph), after about 10 minutes, it will begin to mildly, but noticeably cool down. If, after 10 minutes, I average >50mph, it will be cold, but I still don't think it's peaking.

I tried to add R134 (it was deep in the red on the gauge and never quite hit green but it did increase).

The Culprit?

The passenger side radiator fan is not spinning at all. I think that's the main problem.

I've read that the refrigerant control valve (RCV) is the next thing to check but I wanted to know...

Has anyone tried replacing the fan and then noticing an instant AC improvement?

Thanks in advance!
