I believe Apr stg 1 will put the gti in the mid 13's range....correct me if im wrong?

No. maybe 14 seconds flat if you can launch the car. maybe. to get into the mid 13's you would need to go stage II + and probably upgrade the wheels/tires and do some of the engine mount crap to keep down wheel hop.
