Front Shocks Torque Specs?

The Bentley repair manual lists the torque specs for the three (3) bolts that secure the shock absorber assembly to [the body of] the car at 15Nm + 90'. (about 11 lbsfft and 1/4 a turn)

I find this value somewhat low (everything else is at 60Nm or above). Am I reading the table right? Can someone confirm this?

(Please, don't just blurt-out values without double-checking---and make sure it's relevant.)

That is what I read when I did my install as well, found this to be surprising low, especially considering the amount of effort it took to losen them
