'08 GTI not turning over

Earlier today, I started my car to move it around for clearing snow. Later on, I went to start it again to move it back and it seemed to start pretty weak, but started. Now, it won't turn over at all. When I turn the key, I'll maybe hear a click after holding the key for a few seconds, but nothing else is happening. It's not a battery issue. Starter? Starter relay?
