F16 Fuse and passenger side bumper marking light issue

So Ive been chasing an issue with the front passenger side marking light not working. Its a new bulb and the connections are okay. Well tonight I went out and was messing with 5amp F16 fuse and noticed when I pulled it and put it back in, the light would come on for about 5 seconds then turn off. Any idea what would cause this? I'm at a total loss.
