IIRC, vehicles older than 2001 cannot accommodate 15%.

The 15% ethanol blend was already being sold along side 10% as "88 octane". The change made allows it to be used during the summer which was banned because it was thought to harm the environment more.
This doesn't 87, 91, or 93 octane fuels which will still only contain 10%. This is what it looks like at the pump
