The mm refers to the diameter of the bar. Bigger bar, reduced roll and increased stiffness.

and is there a point where where you can get too stiff? Does is just depend on how often you want to replace your teeth fillings, or will you sacrifice handling eventually?

Personally, I would go with the larger bar, cost is minimal when you factor in installation, especially with the front. You aren't sacrificing handling by going with a larger bar. I would also do the rear first since that is where the GTI is deficient (for lack of a better term).

Getting too stiff is a personal preference and involves other factors (such as suspension, tie bars, tires). The decreased body roll is what you will notice.
