Help! Ignition barrel failure - key goes in but won't turn

I have a 2008 GTI MK5. The key goes in but won't turn to ignition. The steering is unlocked and radio on but it won't turned to ignition. I tried both keys with the same issue.

Do I need to replace the Ignition barrel or Steering column lock module? Can any mechanic do it or only VW dealers?
