Did MAPerformance send me the wrong sized v-band clamp?

I realize how stupid of a question this may sound, but I'm only asking because I believe MAPerformance may have sent me the wrong size v band clamp with my downpipe. After looking forward to installing my downpipe today, I get the old one out, get the top part of the MAP one on, and go to put the back half on. Tighten the everloving shit out of the v-band clamp, and it can still spin freely. That's when I notice it says 3.5" on it...

I'm not going crazy, since it's a 3" downpipe, it should just be a 3" v-band clamp, correct?

Whelp, after spending an unnecessary $60 to Uber back and forth to Advance Auto Parts, and buy an overpriced clamp that mostly fits, the downpipe is on at least.

I would ask MAP for a refund for the clamp.
