Yeah, that's a way of calling it that. Most just say "Scat Pack" though.
The ScatPack is the next level trim of the R/T and then the "392" was the (more expensive/optioned) SRT version.
For 2019 they dropped the (labeled) SRT version though and it's just the R/T Scat Pack now.
Either way...same engine: the 6.4 392.

They do/can protect the front bumper, since it is low, BUT they're only intended for transit to the dealer.
They're only held on by two push pins that attach to the flimsy plastic belly pan, and can trap/hold dirt to the bumper as well as rub against the bumper since they're ill fitting.
So they actually mess up the paint if you leave them on
