Nice Brakes, but what's with the hammer marks and chips in the Rotor Hat? Disturbing.... The Rotors appear to have been painted?

I don't think they have been painted, only they were originally owned by someone that obviously didn't give a crap... my friend on the other hand but them for his CC but they are slightly different.
