Here's the paperwork included with the bushing:

Does the 1.5 degree +/- 1.5 degree suggest the tolerance for the hexagonal hole being out of square relative to the arm itself?

No, it's just the angle the bush is pressed in relative to the bracket.
You'll easily understand the moving range of the control arm must
be "slightly" more than just 1.5° . . . .
