Moving to Pennsylvania and getting new tires?

So I am from Maryland but will be heading to Williamsport Pennsylvania for school this fall, I am also in the market for a new set of tires, and basically my question is should I just invest in a set of winter tires or will I be fine with just a set of all seasons?

You'll be fine with all seasons. I've never run winter tires. I'd only invest in winter tires if I was also investing in a set of summer tires and planned to swap them every year. There are a lot of threads on here with reviews/descriptions of some of the all season options for our cars.
