It's a feature called Coming Home/Leaving Home. At least here in the US anyway. If your car has the switch for it already, which if it's a Euro spec, it should, you can get someone with VAG-COM to enable that for you. Takes about 5-10 minutes.

edit: Shit...beat me to it!

No wiring needed, just turn on a feature with VCDS providing you have a hi-line / full MFD that supports LV/CH.

It is a common falacy that a switch change would be needed for using Leaving Home / Coming Home. It is NOT.
Some vendors will name the automatic headlight version of the euro switch as a being related to this feature - nada.

Leaving Home / Coming Home will work with any headlight switch, including the stock US switch.

VCDS change - activate bit 5 and 7 of byte 0 of Vehicle Electrical System Controller J519 (aka Central Electronics Controller)

New menus will appear in the hi-line / full MFD with the above checkboxes active.

Is this something I can get a dealer to do? If so any dealers in the Northern VA or DC area?

Thanks

It will vary with dealers.

The VAG-COM Diagnostic System is a fairly common tool.

There are two web sites to assist in finding owners of a VAG-COM tool.
VCDS owners who add themselves to the list to indicate they are willing to help ...
